Requirements to Start a Farm in Singapore

Before submitting an application for a licence to operate a farm, you must first secure premises for your farm, draw up a plan for your farm, and get your plan approved by SFA.

What is a farm?

A farm refers to any land or premises used for the keeping, rearing, breeding, or boarding of food animals or birds for commercial purposes, or for the cultivation of food plants for commercial production.

All farms in Singapore require a SFA licence to operate.

What are the requirements to start land-based farms?

Land-based farms may be used for agriculture or aquaculture. They may be outdoors, indoors, urban, or rooftop farms.


The requirements can be found in Starting an Agri-land Farm: An Industry Guide (Version 2). The guide provides you with a better understanding of the procedures and regulatory requirements you need to follow, the information and documents required, as well as the fees and timelines involved. To shorten the plan clearance process, the guide also includes a farm archetype for fruited vegetables or mushrooms that has been pre-approved by the respective agencies for your reference.
