Who must apply for a licence from SFA to manufacture or process animal feed for food-producing animals?
All local producers of animal feed for food-producing animals must be licensed by SFA before commencing feed production at the approved establishment. This includes livestock feed and aquaculture feed. The licence is issued with a validity period of 1 year.
SFA does not require the storage or warehousing of animal feed to be licensed if there is no feed manufacturing or production activities, as such activities are deemed to be of lower risk.
Feed producers are not permitted to supply animal feed to consumers or to food establishments for processing or retail as human food.

For feed producers
Food processing establishments are not permitted to be used for the manufacturing and/or storage of animal feed, including pet food.Feed producers that manufacture or process feed for both food producing and non-food producing animals are only required to obtain the licence from SFA.
For animal feed manufacturers
With the licence, you will be permitted to manufacture or process the types of feed that are registered with and approved by SFA.
What are the general requirements?
Before you apply for a licence with SFA to operate an Animal Feed Manufacturing or Processing Establishment:
- You must be registered with the Accounting and Corporate Regulatory Authority (ACRA) and have a UEN issued by ACRA.
- Applicants must have an active CorpPass account to make the licence application.

What are the responsibilities of licensees?
Licensees have several responsibilities, such as properly maintaining their establishments and ensure all feed produced is fit for purpose.
Licensees are required to update their records in the GoBusiness portal and obtain SFA’s approval for any changes in processes, layout plan and list of products.
