Application Process & Fees for Licence to Manufacture and Process Animal Feed for Food-Producing Animals

To apply, you must first obtain SFA’s in-principle approval for your business proposal and have secured a premise before applying for your licence.  

Please log into the GoBusiness portal to apply for a Licence to Manufacture and Process Animal Feed and submit your business proposal. 

You will need your CorpPass to log into the GoBusiness portal to apply/register. If you do not have one, refer to the CorpPass Guide for setup instructions.  

SFA will assess the business proposal. If successful, an In-Principle Approval (IPA) will be sent via email to the applicant within 2 months from the submission of a complete application. 

When your establishment has been set up according to the approved plans and is ready for production, you must apply for a pre-licensing inspection within 10 months from the IPA. 

Supporting documents should be submitted together with the application. These include:

• an updated version of the ACRA business profile, licensing information, layout plan and process flows, and HACCP plan
  
  
• details of product labels as animal feed sold in Singapore must be packaged and labelled in English with the following information:
  
  
  • name and address of the manufacturer
    
  • list of ingredients used in the animal feed
    
  • date of manufacture and expiry date
    
  • guaranteed analysis in a complete and balanced diet (must meet internationally recommended nutritional standards)
    
• approvals from relevant authorities, including:
  
  • Building and Construction Authority (BCA) – for Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC), where applicable
    
  • National Environment Agency (NEA) – for pollution control
    
  • Urban Redevelopment Authority (URA) – for change of land use

After the pre-licensing inspection, SFA will email you the outcome of the licence application and issue the licence if the application is successful.

Applicants are encouraged to sign up for GIRO auto-payment as a convenient way to pay the fees for the renewal of their licence.  

Please note that GIRO approval can take up to 8 weeks. You are advised to make payment by other means if you wish to commence your operations before your GIRO auto-payment arrangement is completed.

The licence will be issued when all required documents have been submitted and the licensing requirements are met.

You will be notified via the GoBusiness portal when your licence is approved. The details of the approved activities will be indicated on the licence. 

Log into the GoBusiness portal to pay the licence fees. You will be able to print your new licence upon payment of the licence fee. 

Licensees are required to update their records in the GoBusiness portal and obtain SFA’s approval for any change in processes, layout plan or list of products.

You will be contacted for an inspection 3-6 months before the licence expiry.

All licensed feed producers must comply with the conditions of licence including the labelling requirements.

In addition, only licensed feed producers can supply feed to other feed producers or farms producing food.
