General Requirements for Overseas Farms & Establishments Accreditation

SFA requires accreditation for overseas sources of food that are of higher risks to ensure food safety.

SFA takes a science-based risk management approach to food safety. Higher-risk food sources must be accredited before imports are allowed, as they could carry animal and food-borne diseases that may affect public and animal health as well as international trade.

All food products, regardless of the level of risk, are subject to post-import inspection and sample testing to ensure it is safe for consumption. Food found with food safety hazards and unsafe for consumption will not be allowed for sale.

What sources must be accredited by SFA?

All overseas sources of the following specific food products must be accredited by SFA before they can be imported into Singapore.

  1. Meat & Meat Products, unless the products contain less than 5% meat
  2. Live Poultry
  3. Shell Eggs
  4. Processed Eggs (e.g. powdered, pasteurised, and whole egg forms)
  5. Fish & Fish Products, including types of seafood that are deemed to be of higher food safety risks, such as live oysters and pufferfish

Other food products do not require accreditation by SFA but must meet SFA’s requirements.

Meat & Meat Products

Accreditation by SFA is required for slaughterhouses and processing plants.

Accreditation by SFA is not required for imported food products that do not contain beef and only contain 5% or less of meat content. However, these food sources must still meet the requirements for export by overseas Competent Authorities.

Live Poultry

Accreditation by SFA is required for broiler farms and hatcheries.

Shell Eggs

Accreditation by SFA is required for egg farms.

Processed Eggs

Accreditation by SFA is required for egg processing plants.

Fish & Fish Products 

Accreditation by SFA is required for higher-risk fish products, such as live oysters and pufferfish.

While other types of fish and fish products do not require accreditation, they must be regulated by overseas Competent Authorities e.g. regulated by the authority in the source country.

Fresh Fruits & VegetablesAccreditation by SFA is not required. The food source must meet the requirements for export by overseas Competent Authorities.

Processed Food & Food AppliancesAccreditation by SFA is not required. The food source must meet the requirements for export by overseas Competent Authorities.

 

How do I check if an overseas establishment is accredited?

Once an overseas establishment has been accredited by SFA, it will be included in our database. You can use the Accreditation Database for Overseas Sources (ADOS) to find the list of accredited overseas establishments for various products.

How do overseas sources obtain accreditation from SFA?

Applications for accreditation are submitted to SFA through the Competent Authorities of exporting countries or regions.

What is the accreditation process?

Accreditation involves the assessment of the exporting countries’ national animal health and food safety systems, and how they regulate farms and food establishments.

Once the country-level animal health and food safety systems have been assessed, SFA will conduct individual evaluation of the farms and establishments that intends to export its food products to Singapore.

Accreditation is done at a government-to-government level. Any establishments or suppliers that wishes to export its food products to Singapore should work closely with their country’s Competent Authority.
