Trade Circular on Revised Procedures for Export of Additional Processed Meat and Egg Products from Overseas Accredited Processing Establishments

Dear Sir/Madam

1.We would like to inform that SFA has reviewed the procedures for export of additional processed meat and egg products from accredited processing establishments, effective 1 December 2024. 

2. The key changes are:


a) SFA will shift from product-based approval to a framework based on: i) form of commodity ii) commodity's species of the processed products intended for export.

b) Overseas Competent authorities no longer need to submit applications for export of additional processed meat and egg products from SFA-approved processing establishments if these products are of the same form and commodity species as currently approved.

c) While there is no change to the current requirements for individual products to be listed in the health certificate, to ensure clarity, we would require the commodity form (eg. processed with or without heat treatment) to be indicated next to the individual products to be exported.   

d) An expanded definition of poultry to chicken, turkey, duck, geese, quail, squab, guinea fowl and pheasant.

3. Details of the revised procedure can be found in the Annex.

4. Please contact SFA should you have any enquiries on the import of poultry and poultry products, domestic birds, day-old chicks and hatching eggs.

 

    Annex: Revised Procedures for Export of Additional Processed Meat and Egg Products From Overseas Accredited Processing Establishments

    Current Procedures

    1. Presently, the Singapore Food Agency (SFA) requires approval of export of additional processed meat and egg products if the approved establishments wish to export additional processed products beyond what was originally approved.

    2. As we move towards a system-level approach for accreditation, SFA has reviewed and updated these procedures.

    New Approval Framework

     3. From 1 December 2024, we will shift from product-based approval to a framework based on: i) Form of commodity ii) Commodity's species of the processed products intended for export. Please refer to the table below for details:

    Note:

    *Excludes processed moisture-infused pork, fat/beef tallow-injected beef products, animal blood curd/blood tofu and marinated raw meat

    ** Poultry refers to a chicken, turkey, duck, goose, quail, squab, guinea fowl or pheasant

    ***Processed meat product includes processed edible offal

     

    Application Requirements

    4. From 1 December 2024:

    • No application is required for exporting additional processed products of the same form and commodity species as currently approved.
    • Application is only required for exporting new forms and/or species of commodities.

    5. For a list of accredited establishments and their approved products, please visit the Accreditation Database for Overseas Sources (sfa.gov.sg) on SFA’s website. 

    Health Certificate Requirements

    6. There is no change to the current requirements for individual products to be listed in the health certificate for traceability purposes.

     7. For clarity, we now require the commodity form (eg. processed with or without heat treatment) to be indicated next to each product.

    Updated Definition of Poultry

    8. In line with this review, SFA had updated the definition of poultry which was previously limited to the four most common species- chicken, duck, goose and turkey. Moving on, the definition of poultry will be expanded to the following eight species- chicken, turkey, duck, geese, quail, squab, guinea fowl and pheasant. There is no change to SFA’s accreditation criteria and veterinary import conditions for poultry.
