Application Process for Export Certificates for Food

Traders exporting or transhipping food and food products overseas must comply with the import requirements of the destination country/region, and may require export certificates from SFA.

 

Overview

Export certificates are documents that provide assurance to the destination country/region that the product is safe, wholesome, and meets the requirements of the destination country/region.

SFA issues the following types of export certificates:

What are Free Sale Certificates (Food)?

Free Sale Certificates attest that the imported or locally manufactured food products for export comply with the standards set out in the Sale of Food Act (Food Regulations) and/or the Wholesome Meat & Fish Act for sale and export from Singapore.

Who can apply for Free Sale Certificates (Food)?

Businesses can apply for Free Sale Certificates for their exports including meat, fish, dairy, egg products, and processed food products.

When are Free Sale Certificates (Food) needed?

The destination country/region may require Free Sale Certificates (Food) for the product you are exporting.

You should check with the destination country/region whether this certificate is required, as import requirements vary.

What are Export Health Certificates?

Export Health Certificates are official certificates issued by SFA, stating that the exported product is safe, wholesome, and meets the importing country/region's requirements.

The certificate might be in the form of government-to-government certification. Some destination countries/regions (e.g. the European Union) also require the certificate to follow a specific format.

Who can apply for Export Health Certificates?

Export Health Certificates are for products manufactured in Singapore. Only SFA-licensed establishments that produce local products and have a Qualified Person (QP) can apply for these certificates.

Before applying for an Export Health Certificate, ensure your product can be imported by the destination country/region and that it has obtained the required pre-export approvals.

The Competent Authorities of the destination country/region may require you to register with them and obtain pre-export approvals for your establishments and/or products before they can be imported.

To determine whether pre-export approvals are required, check with your importer/customer or the authorities in the destination country/region. You can also refer to the Library of Export Markets Requirements.

Export Health Certificate (for Re-export of Imported Food Products)

What are Export Health Certificates for Re-export of Imported Food Products?

These certificates are for exporters who import food products and re-export them overseas without any further processing, repacking, or re-labelling in Singapore.

The default attestations on the certificate are as follows:

  • The food products are stored in food premises licensed by or registered with SFA.
  • There is no further processing, repacking, or relabelling in Singapore, and the packaging of the products remains intact/unchanged.
  • The products have been handled and stored under appropriate temperature controls and hygienic conditions to protect them from contamination by pests, chemical, physical, or microbiological contaminants.

Who can apply for Export Health Certificates for Re-export of Imported Food Products?

SFA-licensed establishments i.e. food processing premises, warehouses, or coldstores can apply for this certificate.

When are Export Health Certificates for Re-export of Imported Food Products needed?

The destination country/region may require it for each consignment.
